Just wanted to report that the issue apparently was solved by Microsoft with an update this weekend - at least for Win10/Defender, I haven't tested Win7/MSE yet. For me freshly protected .exes now start again as fast as they are supposed to start without the need to be whitelisted by MS.

Fingers crossed that it stays this way.

Excellent News,

Have also heard from some clients that use Microsoft Endpoint Protection 2010 on their Windows 7 systems and it appears the problem has been resolved.

Virus Definition Version: 1.223.200.0
Spyware Definition Version: 1.223.200.0

So good to hear the problem has been resolved.

Here’s the mail I got

I can understand, how frustrating it can be, when things don’t work as expected.
I'd be glad to help you.
Windows Defender runs the security scan, when the system wakes up from sleep mode or when you try to plug a network cable to the computer.
You would have scheduled Windows Defender to do so. So I would suggest you to unschedule Windows Defender to do so and check, if it works.
Let’s try to follow these steps, mentioned below:
a. Type Administrative tools on the search bar on the Windows 10 Desktop.
b. Select Administrative Tools and select Task Scheduler.
c. Follow this path in the left hand pane. Task Scheduler Library/Microsoft/Windows/Windows defender
d. Uncheck all the boxes under Idle, Power and Network.
e. Now, it won’t scan your computer.
Hope this information helps you. Kindly post back with the updated issue for further assistance.
