Online Registration Setup

Hi, I'm new to Enigma Protector and I have been searching through your forum for a day and a half straight now just trying to figure out how to set up online registration.
I read through and downloaded the .exe file posted here: http://forum.enigmaprotector.com/viewto ... f=29&t=853
but I still have no idea what to do. I get that you need to set up index.php and enter login credentials which you enter on the online registration setup wizard, BUT where do I get login credentials and the files to set up index.php? Can someone please provide a dumbed down explanation with all the steps I need to set this up.
All I want is very simple: Someone makes payment for a program using paypal and then they get a license key they can use to register their program. It just needs to verify based on this key, nothing complicated.
