This is probably due to Windows Defender, it may block Enigma to write a file. Could you please switch it off temporary, then protect the file and if succeeded, report a false detection to their developers so they could fix the problem quickly: https://www.microsoft.com/en-us/wdsi/filesubmission

Would it be better to call EP_RegCheckKey?

EP_RegKeyInformation can be called when unregistered, no problems, just carefully check the result that it returns, it is not a 0/1 result function.
