I want to protect windows startup so I can prevent starting cloned windows image to be run on other PCs. It doesnt need to be stealth but at least a beginning step in this.

Hi, you probably need to enable the option Checkup - Virtual Machines, this option disables execution of protected program under sandbox systems, like VMWare, VirtualBox and so on.

you got me wrong. I want to lock starting windows it self. I tried winlogon.exe and explorer.exe (with correct licence key placed by), but didnt work as windows doesnt boot. Is there any experience with windows startup preventing using protecting windows own components, as a "simple" OS copy protection manner.

Windows components are already protected with checksum control. After protection the checksum of the file is different and system rejects it.

So you can't protect system components.
