Take a look at the hint of console version, packages can be build using this option:
You need to have .evb project file, evb.template and specify the output package file.

can't I driectly create the output_package.dat ? Is it necessary to create the evb file? If yes then can the file have nothing?

No, it is impossible to create a package without having a .evb file.
evb file is a project file of Enigma Virtual Box. When you are packing the exe file, go to main menu - File - Save Project. This option will create a evb project file for you.
.evb.template file is being created from the Package Builder window, fyi.

Also how can I know what is the packaging status?

Unfortunately, there is no such feature for console version yet. Hope to add it in the next version.

Even If I know the total count & the current count of the packaging then I can deduce the settings @ my end.
